About the work
Create/Change is looking to expand its pool of experienced product managers for future permanent opportunities as part of our growing digital specialists community.
We are looking for practitioners with typically 2+ years of product management experience, ideally in consultancy or in the public sector. You’ll work with teams to solve complex organisational problems and realise opportunities. You’ll work with stakeholders to set a product vision and steer the team throughout the work. You’ll advocate for the user and balance user with organisational needs and deliverability.
You’ll work on complex problems, leading solution development and setting direction. You’ll often have to bring stakeholders on a journey and sometimes navigate difficult conversations. You'll advise clients on the best way to design new products, services or policy.
We typically work in agile, user-centred multidisciplinary teams - often with less experienced public servants. Where we have members of the client team embedded, it will often be your responsibility to help upskill them in product management. For all these reasons, we value people skills highly. You will need to be generous, insightful, empathetic and have a commitment to creating capability for our clients.
Typical project responsibilities
Define vision and outcomes, shaping strategy and influencing long lasting change
Defining and leading the approach to identifying, investigating, analysing and communicating complex business problems and opportunities
Ensuring the approach and execution aligns with client strategy, objectives and required outcomes and satisfies client governance and assurance needs
Develop insights using quantitative and qualitative research/analysis techniques
Design and lead stakeholder interviews and workshops
Understand options and feasibility
Make tactical and strategic recommendations and ensure these are communicated effectively through compelling presentations, workshops and documentation
The kind of work we’re already winning
// Incentivising sustainable farming
Working with Defra’s policy teams farmers and land managers, we led a Discovery and Alpha on the Sustainable Farming Incentive, exploring how government can incentivise the farming industry to adopt sustainable practices and reduce its reliance on subsidies.
// Digital learning for low-skilled adults
We led a partnership with DfE and Open University to explore the best technologies for teaching low-skilled, low confidence adults. Working with over 200 users, we researched adaptive learning, curriculum content and tutor support through digital prototypes.
// AI-driven search for Government
The volume of unstructured information held by government is vast: imagine a stack of paper 20,000 miles high in the centre of Whitehall. Working with Cabinet Office we’ve prototyped machine learning and natural language processing tools to make the knowledge in these documents transparent and accessible.
What we're looking for
We favour T-shaped, multidisciplinary people. Although we’re looking for a specialist in product, you’ll also be expected to have a strong understanding of user research, UX/interaction design and service design and content design.
Skills
A powerful storyteller who can produce compelling, data-driven insights and get buy-in from senior stakeholders
Typically 3+ years experience in creating or transforming public services (Central Government, Health, Higher Education preferred)
Skilled at communicating complex idea in a straightforward way, verbally and through documents and presentations
Understanding of lean startup/MVP and other experimental approaches to product management
Expertise in a wide range of product management techniques - impact mapping, roadmapping etc.
Understanding of user research and other design disciplines
Understanding of organisational standards and processes for business case development, benefits realisation, funding decisions, programme and project governance.
The ability to lead teams and coach/mentor more junior practitioners
Experience
You will be able to show case studies with large organisations or programmes where you product managed a strand of the delivery. We want to see evidence of:
